SUMMARY:

More clarity is needed on the topic of ABI with regards to modules and the standard library. Will implementers need to put everything in the global module fragment to insulate against future module reorganizations? What if the implementation uses the weak ownership module?

It would be useful to have a small list of questions that a standard library modules paper should answer.

OUTCOME: Opinion paper. Not forwarding, no need for revision.
