Header <ratio> synopsis has two blocks for "ratio comparisons", one of them with a bad link #1402

The synopsis in [ratio.syn] has two groups of declarations for comparisons. The first has ratio_equal etc, while the second has the _v variants. The comment for the second group incorrectly refers to [ratio.arithmetic].

Either the reference in the comment for the second group should be fixed, or I guess the two groups could just be merged.
