[basic.def.odr] Intervening declarative region should be refered to as such #1792

In the new paragraph to be added before 6.2 [basic.def.odr] paragraph 4 as per P0588R1, the nested bullets refer to the intervening declarative region introduced by their parent bullet as "the declarative region". Using "the intervening declarative region" would be helpful.
