We should consistently name the header synopsis for the header [foo.syn].

Editorial meeting: There is a variety of styles used throughout the standard for labels for synopses.
No global hierarchy for section labels.
Existing labels for synopses (in released standards) are not bad enough and thus do not need to be fixed. Repairing labels before the next standard release is fine.
