[temp.explicit] Restrictions on explicit instantiations are inconsistently placed #2188

Some restrictions (e.g. inline or constexpr) are in [temp.explicit], others are in the subclause discussing the respective other feature (e.g. [dcl.attr.grammar] for attributes).

Decide where we want to place the normative restrictions and consistently add notes to the "other" place.

Editorial meeting: This is editorial. [temp.explicit] should have the special rules in normative wording.
