CWG 793 made bit-fields of type int signed, so signedness of bitfields is well-defined.

[dcl.type.simple]/3 has a note that claims signedness of bitfields is implementation-defined. The words "and certain bit-fields (9.6)" and "and bit-fields" should be deleted from the note.
