N3936 20.7.2 [memory.syn]/1: "The header also defines the templates unique_ptr, shared_ptr, weak_ptr, and various template functions that operate on objects of these types (20.8)."

This should say "function templates". I searched, and this is the only occurrence. (The Standard says "non-template function" occasionally when it wants to talk about ordinary functions. And of course there's a section named "Class template function".)
