The new text

the definition of V is appearance-ordered before the definition of W

is unnecessary; the "every definition" wording is adequate even for non-inline variables.

As noted on the core reflector, there's a normative problem here too: we should apply the 'every definition' wording for all pairs of variables V, W for which neither has unsequenced initialization. If CWG is about to change the wording anyway, it's probably best for us to leave it alone.
