The resolution of CA096 would like to talk about whether two concept-ids are the same, but [temp.type]p1 doesn't really support that. We should look into whether we can extract a term for "same template name and template arguments" editorially and use that in the CA096 resolution in place of the "the two template-ids would be considered to name the same type if, instead of a concept, a class template were named" workaround.
