DIS 14882:2014 NB comment JP 02:

ISO/IEC 2382 - Vocabulary is listed in 1.2 Normative References, but it should be moved to Bibliography. 2382 is not referred to in normative part of this DIS.

ISO 2382 defines terms that are used within the standard, and as such is indispensable for the application of the document. Therefore it belongs in the Normative References section, not in the Bibliography, even though no other part of the standard specifically cites it.
