DIS 14882:2014 NB comment JP 13:

In 30.4.1.4/5,13,19,26, ...: Some semantics clauses, i.e. ‘Requires’, ‘Effects’, or ‘Postcondition’, lack a "subject". To clarify intent, it should be included in sentences.

NAD. While this is a shorthand, the longer form "This function " adds no clarity over the current form "" and the current form is used regularly throughout the standard.
