The copyright disclaimer does not go into the generated PDF #383

Hello,

At https://github.com/cplusplus/draft/blob/master/source/cover-reg.tex#L66
there is the following copyright disclaimer:

This ISO document is a working draft or committee draft and is
copyright-protected by ISO. While the reproduction of working
drafts or committee drafts in any form for use by participants
in the ISO standards development process is permitted without
prior permission from ISO, neither this document nor any extract
from it may be reproduced, stored or transmitted in any form for
any other purpose without prior written permission from ISO.\

Requests for permission to reproduce this document for the
purpose of selling it should be addressed as shown below or
to ISO's member body in the country of the requestor.\

It is not present in the generated PDF file though is probably intended to be.
The PDF file was generated with the commands below:

run make rebuild
run make reindex

cover-reg.tex is for official ISO documents (DIS, FDIS, ...), for which ISO claims copyright. cover-wd.tex is used for working drafts, for which I am not aware of ISO claiming copyright. We have not historically included copyright notices on such drafts, and I don't intend to start including one unless this becomes an ISO requirement.
