[class.access.base] talks about "occurs in a member or friend" but means "direct member or friend" #4033

[class.access.base] in various places says that access is granted because a name appears in a member or friend. Every time, it means "direct member": a member of a base class is a member of a derived class, but doesn't get to access derived class members.

CWG agreed that we can fix this to say "direct member" editorially.
