A "hanging paragraph" per the ISO Directives, Part 2, is a subclause that directly contains text as well as subordinate subclauses. Those are not allowed.

Partially addresses cplusplus/nbballot#394
We might not want to apply this to the C++20 branch at all, since no further maintenance happens here, but instead rebase this onto the master branch.
