[structure.elements] describes a standard from an alternate universe #4265

[structure.elements] says:

Each library clause contains the following elements, as applicable: [Footnote: To save space, items that do not apply to a Clause are omitted. For example, if a Clause does not specify any requirements, there will be no “Requirements” subclause. ]

  • Summary
  • Requirements
  • Detailed specifications
  • References to the C standard library

Clause 32 has a "Requirements" section that behaves as described. Otherwise, no, not a single one of the library clauses is divided up into subclauses named like that. (Though the "General" subclauses do behave a lot like how the "Summary" subclauses are described, and we do mostly have the C standard library headers at the end of each corresponding Clause.)
