In [ostream.unformatted], the specification for flush() starts

Effects: Behaves as an unformatted output function

and then links to [ostream.formatted.reqmts] (which is for formatted output functions) rather than [ostream.unformatted] like the other two functions in this subclause.

Fixed by the merge of #449
