[tuple.rel] LWG3882 Unusual wording for comparison operators added by P2165R4 #5900

The comparison operators newly added by P2165R4 are currently specified with such unusual wording.

The second overload is to be found via argument-dependent lookup ([basic.lookup.argdep]) only.

It seems that these operators should be hidden friends (presumably should be defined in the class body of tuple), but they are not so specified currently.
