https://github.com/cplusplus/draft/wiki/Specification-Style-Guidelines#new-headers was just added. A check for it seems like a low hanging fruit: a new \indexheader without a corresponding \libheaderref in compatibility.tex.

Such a check might have caught #6647 in time.
