#5993 is going to apply https://www.open-std.org/jtc1/sc22/wg21/docs/papers/2022/p2505r5.html#orgb3c1202, which changes a phrase from a conventional "A program that instantiates" to a novel "A program which instantiates".

If this isn't accidental, the following should also be evaluated, if not all 29 occurrences without "instantiates":

$ grep '[Aa] program that instantiates' *.tex
numerics.tex:A program that instantiates a primary template
utilities.tex:A program that instantiates the definition of \tcode{variant} with
utilities.tex:A program that instantiates the definition of \tcode{unexpected} for
