[format] No description for STATICALLY-WIDEN #6013

STATICALLY-WIDEN first appeared in [format.range.formatter], however, there is no description or citable link for it in the entire [utilities].

Although we can find its description in [time.general]:

Let STATICALLY-WIDEN<charT>("...") be "..." if charT is char and L"..." if charT is wchar_­t.

Do we need to copy it to [utilities] or [format] for easy reference?

It should be placed somewhere appropriate within [library].
