[basic.pre] p9.1 "character" should be improved with "translation character" #6250

[basic.pre] p9.1 says

Two names are the same if

  • they are identifiers composed of the same character sequence, or

Since after translation phase 1, all "characters" are mapped to "translation characters". It should be a improvement if we say

Two names are the same if

  • they are identifiers composed of the same sequence of translation character set elements.

There are lots of mentions of "character" in the standard that means "translation character".

There are movements afoot to replace these with "code points" (because that's what they are in a Unicode world), so I would be hesitant to act in a sort-of opposite direction editorially.
