I can't find any information about which license these LaTeX source files are being released under (if any?). With this information, it is unclear if/how the text of this draft can be used in derivative works. My understanding is that by default, if there is no license provided, this usually implies that there are no rights granted to reuse the code/text. Is that the intention?
Specifically, I'm asking if it is allowed to reuse the language contained in the LaTeX documentation in other reference material. If so, are there any restrictions or requirements that correspond to its use?
