Some wording from this paper is allegedly superseded by https://cplusplus.github.io/LWG/lwg-active.html#3973 (#6659).

Not really. You need to apply the wording from this paper, and then apply LWG3973 on top of that change.

Suggestion: Put the changes from this paper into a separate commit so that it can be more easily handled during merging.
