I've also seen this on the recent GitHub MacOS runners. I'm not sure what's causing this, I don't see this in my distribution.

The usual suspect is the "extract" package; could you perhaps try removing that? You'll also need to stub out the extract-related commands.

This looks like it also fixes problems with the packages in Ubuntu 24.10, based on texlive2024, and with the texlive2025 on Linux that I had not got around to filing issues about.
